摘要:老城区绿地系统规划需要在规划方法上的创新。特色的控制和把握也是一个使规划逐步趋于有针对性、可实施性的过程。以崇文区城市绿地系统规划为例，结合城市的环境条件分析城市当前和今后对规划的需求，明确规划的思路，确定指导思想，提出规划应着重解决的问题。通过对崇文区城市绿地系统规划中绿地结构、景观特色分区、公园绿地布局、多种建绿方式等规划方法特色的介绍，探索大城市老城区城市绿地系统规划的创新思维。

Abstract:Innovation of planning methods is needed in the green space system planning for the old district. The control and mastery of the characteristics is also the process to make the planning gradually become purposeful and practical. With the green space system planning for the Chongwen District of Beijing as the example and the present and future planning needs are analyzed in conjunction with the urban environmental, the planning ideas are clarified, the guiding ideology is identified, and the problems that the planning should focus on and solve are pointed out. The innovative thinking of the green space system planning for the old districts of big cities is explored through the introduction of the green space structure, landscape feature zoning, park green space layout, and the characteristics of multiple greening methods in the green space system planning for Chongwen District.

内容:3 指导思想
3.1 注重创新
　　 在社会发展的不同阶段，不同的环境条件下，不同的城市区域需要不同的城市绿地系统规划方法。老城区的城市绿地系统规划需要探索在人口稠密、历史悠久的老城区进行绿地建设、改善人居环境的对策。对于老城区而言，在众多制约因素下，靠以往大面积新增绿地、提高绿地率的方式显然是行不通的。绿地系统规划不仅应从系统的角度挖掘潜力，尽力弥补绿地空间结构的不足，还应更多地关注绿地品质的提高和绿地空间的优化。
3.2 公众参与
　　 公众是城市环境最终的服务对象，他们是城市绿地最直接的享用者。专业人员及政府工作人员在宏观层次的认识、专业知识和技能方面长于普通市民，但在对绿地的要求及使用反馈方面，公众的意见具有直接的参考价值。因此，我们在规划前期对崇文区绿地情况进行了随机抽样问卷调查。调查共发放401份问卷，收回391份，问卷合格率97.51%。通过调查问卷，了解市民对绿地的需求、意见和建议，真正做到绿地建设服务于民。
3.3 控制与引导并重
　　 对于以绿地的补充调整、品质提高为主要工作内容的老城区绿地系统规划来说，仅仅通过地块、边界和指标的控制是不够的，我们在规划中坚持控制与引导并重，与控制性规划相协调。通过划定绿线对G类绿地进行控制，保证绿化用地不被侵占；对各类附属绿地通过绿地率指标进行绿地量的控制。为了增加规划的控制力和可操作性，提高绿地的设计和建设水准，规划对各类绿地的主要建设内容、建设方式、景观特色等通过文字、直观的设计建设方式示例等方法进行引导和控制。
3.4 切合实际
　　 区级绿地系统规划应满足不同阶段的工作指导需求，更密切地与总体规划及城市建设进程相适应，提出绿地分期、分年度建设计划，并提出保障绿地实施的措施和建议。
