摘　要：研究了电力行业体制改革下,发电企业将其维护业务外包出去以后,如何做好维护外包的安全管理.根据行业"安全第一,质量第二"的特点,发电企业在作出维护外包决策后,从事前承包商的选择、合同条款签订,到外包过程中监督体系、责任体制、安全培训、工作票与操作票的管理,及事后专业人员培训、维护外包的动态管理等方面,论述了安全管理的各项具体措施.并从EAM系统集成的角度对维护外包的安全管理进行改进,对做好维护外包方式下的安全工作具有很强的现实意义.
